Sealed qualifications will be received until 4:00 pm Thursday, February 27, 2025 from qualified firms for the Robeson County Water Treatment Plant Improvements (Lumber Bridge and Maxton Facilities) project.

Sealed qualifications shall be mailed or hand delivered to the Issuing Department shown above and the envelope shall bear the name and number of this Request for Qualifications. It is the sole responsibility of the Firm to ensure that its response reaches the Issuing Department by the designated date and hour indicated above. Submittal of a response is an assurance that you understand the scope of the project and are qualified to execute the required tasks in a timely manner. 


PROJECT DESCRIPTION 

 

Project Overview (Background) 

Robeson County is soliciting Statements of Qualifications from engineering firms to provide engineering planning, design and surveying services to complete and upgrade to the water treatment facilities located near Lumber Bridge and Maxton for the purposes of increasing capacity to meet the County’s growing water supply demands. The County is seeking a Professional Engineering firm with experience in the development and design of rural water systems, to include applying for funding through USDA-Rural Development to provide planning, design and construction administration services for this project. Services for the Lumber Bridge facility will be limited to funding assistance and construction administration.   

 

Services Requested 

The scope of services includes, but is not limited to the following: 

 

  1. Prepare and submit grant and loan applications to the USDA-Rural Development. 

  2. Prepare a preliminary engineering report and environmental report consistent with the requirements of the USDA-Rural Development. 

  3. Prepare all required utility easement maps and encroachment agreements. 

  4. Prepare complete construction plans and specifications in accordance with applicable regulations and standards of water infrastructure that will support completion of the project as noted. 

  5. Prepare detailed itemized cost estimate based on the final design. 

  6. Prepare and submit applications for all required federal, state and local permits and approvals. 

  7. Prepare complete bid package including all required documents for the County and USDA-Rural Development.  

  8. Manage the competitive bidding process, including the preparation of bid packages for prospective bidders, responding to inquiries concerning technical aspects of the project, preparation of addenda as required, attending pre-bid conference and bid opening, evaluating the bids for accuracy and completeness, and making recommendation to the County regarding the award of a contract to the lowest responsible, responsive bidder. 

 9. Prepare formal construction contract documents for execution. 

  1. Provide construction administration to include:  

  2. Conducting routine construction inspections of sufficient frequency to ensure compliance with the general and technical specifications. 

  3. Review and approve material submittals. 

  4. Prepare construction cut sheets and construction staking. 

  5. Prepare and issue change orders and construction field directives as required. 

  6. Review and certify contractor payment requests. 

  7. Conduct final inspection and provide project clarification to all appropriate agencies. 

  8. Administer the loan/grant requirements required by USDA-Rural Development. 

  9. Prepare reproducible as-built record drawings and deliver copies as required by the County.   

The Engineering firm will be responsible for all surveying requirements.  

 

Procedural Requirements 

All proposals must provide the following information for review: 

 

  1. Firm name, address, telephone numbers and year established. 

  2. Names of principals of the firm and states in which they are registered. 

  3. Types of services customarily provided by the firm. 

  4. Name and resume of Project Manager and Project Engineer to be assigned to this project. 

  5. Names of outside consultants, if any, who would be retained to provide services required for this project. 

  6. Brief description of the firm's experience with similar North Carolina projects over the past five years. Emphasis should be given to projects similar to this and funded by USDA-Rural Development grants and loans or other federal and state funded projects. 

  7. Engineering experience with water supply and treatment systems.   

  8. List of current projects with expected completion date and man-hour commitments relative to the capacity of the firm. 

  9. The proposed time in which the firm foresees to complete the work based on the information provided in the scope of services. 

  10. Current firm unit costs 

  11. A list of three references with contact names and phone numbers.  References should be from similar projects and to the extent possible from similar clients. 

  12. Please limit response to 20 pages. 

 

Selection Process 

The proposals received by the submittal deadline will be evaluated by a selection committee comprised of representatives of Robeson County.   

 

The committee will review and identify the firm or firms that are most qualified and responsive to the services requested. Interviews may be conducted should the committee require further assessment. The successful vendor will be notified once an award/contract has been approved by the County Manager and/or the County of Robeson Board of Commissioners. 

 

Evaluation Criteria: 

  1. Specialized or appropriate expertise in the type of project, including relevant experience with USDA-Rural Development funded projects as well as State funded projects 

  2.  Past performance on similar projects 

  3.  Adequate staff and proposed design team for the project 

  4.  Current workload 

  5.  Recent experience with project cost control and maintaining design schedules 

  6.  Construction administration capabilities 

  7.  Proximity to and familiarity with the area where the project is located 

  8.  Record of successfully completed projects without major legal or technical problems 

 

Additional Instructions  

After the Request for Qualifications issue date, all communications between the Issuing Department and prospective Firms shall be in writing. No oral questions shall be accepted. Any inquiries, requests for interpretation, technical questions, clarifications, or additional information shall be directed to Myron Neville at Myron.neville@robesoncountync.gov.


All written questions shall be received by the Issuing Department no later than 10:00 am Wednesday February 12, 2025.  NO EXCEPTIONS

 

Firms should submit one (1) original and five (5) copies of their response.   


The County reserves the right to reject any and/or all responses.
