REQUEST FOR QUALIFICATIONS: Commissioning Services for a New Health Department


OVERVIEW/PROJECT DESCRIPTION

Robeson County is requesting statements of qualification from Professional Commissioning Services Providers interested in Commissioning HVAC, Plumbing, Lighting Control Systems, and Building Enclosure for a New Health Department Medical Office Building in Lumberton, NC. The project consists of a new two-story building of approx. 65,000 SF. The Commissioning Authority (CxA) will be contractually obligated to the Owner, Robeson County, and will become a member of the project team. The CxA will provide third party services to the Owner and will have no affiliation or conflict of interest with other members of the project team. Owner Project Requirements (OPR) will be developed with the selected Provider for use in negotiating fees.


Commissioning (Cx) will include:

1. HVAC Systems

2. Plumbing Systems

3. Lighting Control Systems

4. Building Enclosure Commissioning (BECx).

Commissioning (Cx) may include the following:

1. Review of design documents at 100% Design Documentation, 60% Construction

Documentation, and 100% Construction Documentation

2. Develop a commissioning plan and specifications

3. Assistance with value engineering decisions

4. Submittal Review

5. RFI Review Assistance

6. Pre-functional Checklists

7. Functional Performance Testing

8. TAB Verification

9. TAB Report Review

10. Final Commissioning Report and closeout.

11. Warranty Visit

12. Opposite Season Testing


Building Enclosure Commissioning (BECx) may include the following:

1. Review of design documents at 100% Design Documentation, 60% Construction

Documentation, and 100% Construction Documentation

2. Develop a commissioning plan and specifications

3. Assistance with value engineering decisions

4. Submittal Review

5. Mockup Review

6. Observation of In-Situ Field Testing

7. Construction Observations at Critical Milestone/Installations with reporting

8. Air leakage testing

9. Infrared thermography

10. Water penetration testing.

11. RFI Review Assistance

12. Final Commissioning Report and closeout.


TARGET SCHEDULE:

Design Development: End of February, 2025

Construction Documents: October, 2025

Construction: Until Early 2027


QUALIFICATION REQUIREMENTS

To qualify for consideration, firms must meet the following qualifications:

1. The project CxA and BECxA team/s must have a principal-in-charge that is a Professional Engineer in the State of North Carolina. The BECxA may be a part of the Prime, or as a subconsultant to the Prime.

2. The CxA firm must currently hold one or more of the following certifications:

a. AEE – Certified Building Commissioning Firm (CBCF)

b. ACG – Certified Membership

c. BCA – Certified Commissioning Firm (CCF)

d. NEBB – Building Systems Commissioning Certification

3. The BECxA firm must currently hold one or more of the following certifications:

a. RBEC - Registered Building Enclosure Consultant

b. REWC - Registered Exterior Wall Consultant

c. CxA+BE - Commissioning Authority + Building Enclosure

d. BECxP - Building Enclosure Commissioning Process Provider

e. CBE - Certified Building Enclosure Inspector

4. Both CxA and BECxA having acted in the role of principal for at least (4) four projects over 300,000 SF.

5. The County prefers a Commissioning Firm/Professional with an office/s that is/are within 100 miles of Lumberton.


SUBMISSION REQUIREMENTS

Interested Commissioning Firm shall submit three (3) original hard copies of Letter of

Interest/Statement of Qualifications not exceeding Ten (10) double-sided 8.5”x11” pages with responses to each selecting criteria in your response.


In selecting the Commissioning Authority, the selection committee will take into consideration qualification information including the following factors. If using a sub-consultant firm, clearly identify each firm’s responses grouped by firm:

1. Specialized or appropriate expertise in the type of project.

2. Past performance on similar projects.

3. Adequate staff and proposed commissioning team for the project.

4. Current workload and State or County projects awarded.

5. Proposed commissioning approach for the project including commissioning team and

consultants.

6. Recent experience with project costs and schedules.

7. Project administration capabilities.

8. Proximity to and familiarity with the area where the project is located.

9. Record of successfully completed projects without major legal or technical problems.

10. Other factors that may be appropriate for the project.


Include one sample document, for each of the below, from a past relevant project for both Cx and BECx. Confidential information can be redacted. Sample documents do not count towards the page limit.

1. Final Commissioning Report Executive Summary.

2. Design review comments log and resolution.

3. Commissioning Issues log and resolution.

If using a sub-consultant firm, describe how the prime consultant and sub-consultant team will be organized, by indicating formal reporting lines and informal lines of communication in a proposed organization chart. Provide clarity on how much involvement each team member will have. It is important to identify the geographic location of the firm as well as the key team members and sub-consultants, and to the extent that any of the key team members are not local, to provide clarity on their ability to fully participate in a highly interactive and collaborative environment.


DUE DATE AND DELIVERY

Proposals shall be delivered in a sealed package to the Robeson County Manager's office. Contact and location listed on the cover of this RFQ: Proposals are due by 5 pm on Friday, February 07,2025. All inquiries should be directed to Tammy Freeman who is the single point of contact for this RFQ.


CLARIFICATIONS AND ADDENDA

1. Should you find discrepancies in the RFQ documents, or if the meaning or intent of any part is unclear, written clarification may be requested, no later than seven (7) working days prior to the proposal due date, from the Issuing Office, which may issue a written Addendum to the RFQ.

2. Verbal explanations or instructions with respect to the RFQ will not be binding; only written Addenda may be relied upon.

3. The County reserves the right to waive all formalities regarding this RFQ.
